Is Norton blocking Thunderbird send?

I have Norton AntiVirus installed and active.

I can't send messages from Thunderbird.  Nothing happens when I click send, no error message, nothing.

I just install the latest version of Thunderbird and did a backup to my other computer, then a restore.  Now I can't send messages.

I see Norton Firewall might be a problem, but I can't see how to change the settings in my Norton Antivirus program to disable them and see if this is the problem.
