I found a similar question posted today in robertjjshaw's thread Did Norton team up with Lifelock concerning the Equifax breach?.
Many users have been complaining recently about unwanted, intrusive pop-up advertisements from Norton about their Norton Lifelock identity theft protection service - see MountRushRob's thread Disable Pop Up Tray Marketing Notifications. I suspect what you're seeing is just the latest example one of these LifeLock advertisements, and if you don't want to see them disable your Special Offer Notifications (Settings | Administrative Settings | Special Offer Notification) and see if they disappear.
