Laptop will not reboot after Norton update

Hi, I got a pop up that said that I needed to restart my computer after Norton Anti-virus updated and when it restarted I got the Dell portion of the startup then the screen stayed black and there is a cursor blinking in the top left corner.  It wont go any further than that, no Windows image or anything.
