Norton forced me to update a few days ago, saying I had to restart my computer for Norton to install some urgent fix. I did so. But after doing so, this has caused UPLOAD speeds to drop to 0.00 to 0.05 MBPS if using Chrome and speedtest.net. If I use Windows EDGE, it gives me the message: UPLOAD TEST ERROR: A socket error occurred during the upload test. A firewall could be blocking the connection or the server might be having some issues. Please try again later....
So, I disabled Smart Firewall, and sure enough, my internet test speeds jump back to 23.5 MBPS. So, this is happening only when Smart Firewall is enabled, and seems to have been triggered by the latest Norton update. I already tried:
*resetting Smart Firewall
* restarting computer
*calling Spectrum Tech Support (they confirmed I should be getting upload speeds of 24MB)--and again, I do--IF Norton Smart Firewall is disabled. Once Firewall back on, speed drops to 0.05 or so.
Running Windows 10, Norton 360 for Windows, Windows Defender disabled.

Thanks for the reply and offer to assist. Unfortunately, that didn't solve it; everything was already updated.
However, the solution at this link did, in case any one has similar problems. This only became a problem shortly after the Norton error messages and updates installed. I hadn't installed anything else for months. So, I suspect Norton somehow changed my connection settings, as I've had the same router/modem for years and haven't tinkered with settings; it just suddenly had issues after the Norton update.
SIDE RANT: Norton needs to stop with the non-stop pop ups. McAfee used to do this and it annoyed the hell our of users who left McAfee in droves. Norton needs to discontinue the 1990s-era pop ups like they're AOL, or they'll lose respect as a trusted/reputable company.

On the Advance tab , find property Large Send Offload(IPv4) and change its value to Disabled then click OK.
If you have a Large Send Offload (IPv4) v2 try setting that to Enable (with the otherone disabled of course)."
Have you run LiveUpdate manually a few times, restarting as necessary, until no updates are available? Then restart again. Restarting, not shutdown and startup again if you have Windows Fast Startup feature enabled. If you use Windows 8/8.1 or 10 or 11, there can be an issue with the Windows Fast Startup feature..
