Disable the Norton Tamper Protection from Norton 360 or Norton Internet Security. Disable the Pulse Updates/Automatic LiveUpdate for temporary purpose. In the Taskmanager, check for the processes- luall, lucoms, lucallbackproxy; and end all those processes if you find any. Then run LiveUpdate again. Let us know the results.

Does that mean i need to disable Tamper protection and ensure all the processes of Luall are ended.
Would it effect the security posture.

Yes, you can enable the Tamper Protection back now. It is the problem with the LiveUpdate of Enablement Toolkit itself, not a conflict. One of the previous LiveUpdate session was still running in the background when you tried to do it manually. In order to end that session, the Tamper Protection muct be disabled for temporary purpose.
