Actually, the removal tool doesn't remove all the registry values, nor all of the Symantec program files. I didn't want to complicate this matter by adding details on these steps., as well I think we should know to delete your temp and %temp% files, as well as all prefetch files prior to reinstall.

Thanks very much johna. That solves the problem! I reinstalled NIS and was able to run LiveUpdate.

Steps:
Uninstalled NIS2008 through the uninstall link (can't remember the name, I can't see older post in edit mode now)
Pop in NIS2008 CD from the retail box copy.
Install NIS2008.
Run "luall" from Run command.
LiveUpdate reports it needs to download 43MB of updates.
Here's the torture part on a 50K dialup. I waited the whole day for it to download. Good thing LiveUpdate has a cache so interupted downloads can be continued instead of redownloading everything all over again.
Download finally completes. LiveUpdate installing products. LiveUpdate installing Symantec Security Software. Next thing I know, I see "finish" and my Internet connection still displays "Local and Internet". Good! LiveUpdate did not terminate my internet connection and LiveUpdate was able to complete the installing without hanging.
Open NIS2008 "console" and everything is "secure". NIS2008 has been installed and updated successfully. Problem solved.
