Losing VPN connection every two minutes on Windows PC

Yesterday this problem started:  When I turn on Secure VPN the internet turns off every two minutes and resets itself.  Already contacted Norton Tech Support and they could not resolve the problem.  It has been elevated to level 2 - lets see if they can do any better.  If I do NOT turn on Norton Secure VPN then the internet does not get dropped (turns off and then turns back on).  I believe that NORTON has issues with its Secure VPN servers and this is what is turning my internet off and back on after the Secure VPN is dropped.  Is anyone else having these issues.  I have Windows 8.1 operating system.

Norton Tech Support have never heard of this but the Community Forum reported this on phones in Feb 2020  "Losing VPN connection every two minutes"

Have you restarted your computer since this started happening?  Not Shutdown and startup again if you have Windows Fast Startup feature enabled.  If you use Windows 8/8.1 or 10, there can be an issue with the Windows Fast Startup feature.. See more information here.

Try power cycling your modem and router.
