Lost network after Norton requested reboot

Earlier today I got a popup from Norton requesting a reboot to finish clearing out a file.  I shut down all my programs and rebooted the computer.  When it came back up I had lost my network connection.  A check under device manager showed all drivers under "Network Adapters with a warning "Windows cannot load the device driver for this hardware.  The driver may be corrupted or missing. (Code 39)"  

 

I first tried a system restore that did not help at all.  After googling the error I tried installing all the drivers and rebooting.  This did not work and resulted in a "The system cannot find the file specified.  Attempts to update the driver result in the same error.  I also tried the reset on the Winsock as well to no avail.  Lastly I tried uninstalling Norton, which also did not help.

 

Booting in network safe mode does not get me network either.  I am running Windows 7 - 64 and the network card is a onboard Relater RTL8168D/811D.
