Main User Interface window won't open

Just installed NIS 2013 on Windows 7.  Everything seems to be functioning normally except the main user interface window won't open, so no access to the settings.  (As a test, I put NIS 2012 back in and that main window functions normally.)

 

I've uninstalled using the Norton Removal Tool and reinstalled.  Also used some root checker application I got from the Norton site.

 

 

Sometimes when I try to call up the main window I receive this error message:

Any thoughts to correct?
