Manage Devices shows three but Add devices says I'm using 6/10

Pretty much the title says it all. the “Add device” function says I’m using 6/10 but “manage Devices” only shows three… how do I find out where the disconnect is

Remove license from an unused computer

1. Sign in to your account.
2. In the top-right corner of the page, hover over the account icon or photo and click My Subscriptions.
3. On the My Account page, on the My Subscriptions tab, select the product you want to manage.
4. Under the product, click Manage Licenses.
5. In the pop-up window, choose the device that you no longer use, and then under Remove License, click the bin icon.
6. Click Remove to confirm.

Remove your existing device and transfer your license to another device

1. Sign in to your account.
2. On the My Account page, on the My Subscriptions tab, select the product you want to manage.
3. Under the product, click Manage Licenses.

5. In the Remove License window, click Remove to confirm.
