I just spent over an hour with the internet provider as all messages were staying in the outbox. We could finally send messages once antivirus and antispam were turned off. Is there a solution to this problem? Thanks for your help!

Outgoing Email Scanning could be interfering with your sending, especially if your ISP requires that you use a port other than port 25. Turning off outgoing scans has no bearing on your PC's security, so simply disablling this might fix the issue. I don't know why Antiphishing would be involved, since it is only concerned with incoming messages. You may be able to turn that back on. Messages getting stuck in the Outbox is not uncommon - you may want to try some of the troubleshooting steps suggested by Microsoft here:

I think the Microsoft KB link which you have mentioned is for Outlook Express not for Outlook 2003. Moreover, BPenny you can disable the email scanning in the software: Email Account - More Settings - Advanced Tab. Also check for any update of Norton related to this issues.
