I am an experienced IT user and system builder with many years of experience with Norton products. I searched all over Google, Norton and MicroCRAP for a solution to this issue. There were NONE. Naturally, there was a solution for Firefox listed here on Norton's own website, but no solution for Internet Explorer 9.
Furthermore, you can enable and disable the toolbar extensions in "manage add ons" in IE9 all day without results as I tried 4-5 times myself. Moreover, I also "restarted" my desktop 3 times which also accomplished no positive results!
It dawned upon me that I had that problem once before. Summarily, after a quick look at IE9 I discovered the solution was quite simple.
You must go to Internet Explorer, Internet Options and then click on the "Advanced" tab. Under "Browsing," you must check the box for "Enable Third Party Browser Extensions."
Restart IE9 and Norton will miraculously reappear.

Are you using 32 bit or 64 bit Windows and if 64 bit WIndows are you using the 64 bit or the 32 bit IE that Microsoft include in the 64 bit version to avoid problem they have not dealt with yet .... ?
That is a question I should have addressed in my original post which I did not. Thank you for bringing it up. I am running the 64-bit version of Windows Vista Ultimate as my hardware requires the 64-bit version to run at its manufactured intent.
As to Internet Explorer, I am using the 32-bit version of IE9. I am well aware of the fact that Norton has issues with the 64-bit version of IE9 as do many other software developers.
Also as stated, when you do a Google search, Symantec has NO solution to this problem, whether one uses the 32 or 64 bit version of IE9. Many, many people had issues with their Norton Toolbar missing in IE9 as is listed throughout a Google search. Sadly, even in the Norton Community Forums, NO solution was given for this issue unless the end-user is running Firefox!
Fortunately due to my dilligence and experience with Symantec products and various Windows OS, I found the solution rather quickly. Summarily, for those who search for a solution to this problem now, they will see my post in the Norton Community Forums.
So once again, problem solved!

I haven't had any problems running WIndows 7 Enterprise 64 with IE9 32 bit and the Norton Toolbar so perhaps Microsoft fixed their VISTA problem with Windows 7 ....

Very interesting Hugh. I searched several links prior to my posting today and did not see that one. At any rate, is there a way for the Forum to organize issues by folder? This would eliminate the neccessity of having to click on multiple postings here to find what you are looking for.

No you know where we are do come back and ask -- the Forum Search engine takes some getting used to. I always use the Advanced Search and I learned the elements of Boolean Logic many years ago when programming in Basic and this helps in fining down the search results, both here and in Google.
There's so much experience here, scattered around the world and with so many systems, that very often someone has had the same experience or has come across a reference to it.
And in the background are Norton Staff -- names in red -- who in many cases are actually writing the applications or doing the QC on them so they not only know how things are supposed to happen but learn from us when we break it ....
I'm in luuuuv with Mr. Terrific! Man I have missed that toolbar for signing in to websites since IE 8 came out! Ah ha just notice my Google toolbar came back too.
Ok Norton techies, take notice! I know I have emailed about this issue trying to get it resolved - with no luck.
