If it’s a Windows problem, the best thing to do is check the Microsoft forum, since the problem isn’t with Norton, because nobody else is complaining about this issue.

@user11224 What error, if any do you get when the update failed? And you are saying that you have also performed the below steps as well without success?
If nothing in the above link works for you reset your PC with the settings to keep your personal settings and files is the last resort other than performing a clean install of Windows 10.
