N360 v 21.1.0.18 and IE 11 - Norton Tool Bar only appears on MS Bing web site.

Spent 2 hrs with MS support - results were that its a norton 360 problem! Worked fine with win 8 and ie10. Problem started with upgrade to Win 8.1 and IE11.  Any one have any idea on whats happening?
