I just downloaded the NBRT from the Norton site and what downloaded was Power to Go, Cyberlink ISO viewer. It opens fine but there is no USB option available.

You are only downloading the NBRT ISO file. There is nothing else coming with it.
What is happening is that when you click on the NBRT ISO file you downloaded from Norton, the Power2Go program that is already on your computer gets run to deal with the ISO file. Just like clicking on a .doc file will open MS Word.

Power2Go comes pre-installed on e.g., HP machines.

Create the bootable DVD or USB recovery media with the downloaded ISO file.

Thanks for your help but I'm not looking for a work around. This link says the tool is easy to use and works with a USB drive: https://security.symantec.com/nbrt/nbrt.aspx

Thanks but what is downloaded from Norton now is not what your post shows. Norton says its for USB but the current download does not have a USB option.
