Need education on how to verify http link to php file

I opened my email and (like a noob), touched a link to http:// impregraf . com . br/leather.php?seed=1mzn1h6cv95wfe

 

I ran this link in Safe search and came up empty. Does Norton provide day-to-day tools that scan links like above for potential viruses?
