Need help adding rule to "Smart Firewall" in NIS 2010

Can someone please show me how to add this specific rule below to the Norton 2010 'Smart Firewall' general rules:

 

Allow outgoing "FROM" (80 or 8080) port and "TO" port (13941) TPC message
