net::ERR_CONNECTION_RESET from Chrome

When accessing image-heavy sites, such as NPR.ORG, page loads are slow and many images don't load.

This seems especially prevalent with Chrome in "Incognito" mode.   The browser console will report "net::ERR_CONNECTION_RESET" for these images.

Sometimes a hard refresh will get the page to display.  Sometimes not.  Often, closing all browser windows (I typically have ~12 tabs open in a normal window + the incognito window(s)) will allow the page to display.

History does not show any blocking/quarantine activity.

If I turn off the Norton Security firewall, the pages load instantly and completely.  (I have a fiber connection.)

Sites seem to be using https/2.  Seems likely to be a resource issue in the firewall - threads, memory, open files?

Norton Security 22.23.10.10 (live update says current.)  Windows 10.

Edit: Also discovered that a Windows update that stubbornly refused to download (for weeks) with the firewall on, downloaded successfully immediately with the firewall off...

My link was to present that the version you have is older. Several product updates have been released since your version was released, your product should be getting those patches all this time. Please do the following steps so we can get you a clean install of your Norton product:

Download the Norton Removal Tool

Follow this guide to perform a "remove only scenario" with the R&R tool:

  • To only remove your Norton device security product, click Advanced Options and then click Remove Only. Pay close attention to step # 5 in the Norton article.

When removal has completed, DO NOT reinstall your product at this time. Restart your machine. When you have rebooted, manually find and remove ALL Norton directories / folders left behind from the removal. RESTART when you have completed. Note: There will be a folder named "Avast Software" in your App Data directory. Please see the embedded screenshot. Remove it as well. 

Afterwards log into your Norton account, download and reinstall your Norton product from there. When the install completes reboot. Next, run live updates to install all patches that are available. If the first patch doesn't put you on version 22.24.2.6 run live updates until you are on that version, making sure you reboot as each patch is installed whether prompted to do so or not. This will ensure the patches are installed separately and completely. Perform a final restart.

Resetting the firewall doesn't change anything.

No VPN. I have a fiber connection, static IPs, enterprise router. No other issues.

I'm running that version because if I run LiveUpdate, it reports "No updates found".

Your link says it's a phased update sent to randomly selected customers. I guess I'm insufficiently random. It also says that one has to wait for live update to provide it; no manual accelerator. Windows 10 22H2 19045.4046. Patch Tues will probably happen this weekend.

Hello T. Litt. Have you reset the Norton Firewall and rebooted to see if that corrects the issue?  Are you using a VPN when surfing? FWIW!! The current version of Norton is 22.24.2.6. Wondering why you are still on version 22.23.10.10, that is a old version dating to November 2023.

What is your Windows 10 version and build? The latest is Windows 10 22H2 / build 19045.4170.
