New PC, How to Transfer Cloud Data?

I lost my old PC due to a power surge and luckily my data was saved by Norton 360 and the Cloud Backup. I have downloaded the Cloud Backup but how do I get that info back to my new HD?  I have tried restore and that does not seem to work so obviously I am not doing something right.  I am running WIN 10.  Thanks Phil

Hello again. First, is the NEW computer with Norton installed registered under the SAME ACCOUNT with Norton as the old computer? That is a pre-requisite. 

Do you get the screen prompt as shown below where you can select either the original location or download the entire backup set to another location? You SHOULD be able to restore the backup set to their original locations which will put them on drive C: by default.

SoulAsylum, Hey, Thanks for the help, but I have the same results.  The download runs and overwrites the previous one that i tried to install, but the files do not write anywhere.  they just stay in the download.  I am sure I am not stating that correctly.  I just know that that my photos from my old pc backup from the cloud are still on the cloud backup and I am unable to get them on the new PC HD.  It just should not be this hard so I must not have some switch toggled correctly.  Phil

Hello Phil. Are you following this Norton article? From the article, have you checked the settings below in your Norton settings? Is your Norton installation registered under the same account as the computer that died? 

To restore files from cloud backup, you must set the Network Cost Awareness option in the Firewall Settings window to No Limit.
