Do you have any virtual cd drives like Daemon Tools Lite or PowerISO or Magic ISO installed on your computer, uninstall if any.
Also check for the user permissions for the Temp folder located at C:\Documents and Settings\Administrator\Local Settings.
Provide full permission to the Local/Domain Administrator group and account for the Temp folder.

Permissions are OK. I am an Administrator of the computer and reported temp folder is accessible.
Yes, I have VirtualCD. But I do not want uninstall any. I need them. I prefer to skip this driver mining if this is the problem. I do not understand, why driverMax or others driver tools working correncty, but NG14 not. I only want to include Maxwell RAID driver to the RecoveryDisk. Now I must load driver every time I boot from RD manualy.
OK, I have tried to uninstall Deamon Tools. After restarting PC I have start to make RD. The same problem. RD not created. So now what?
Today I have run LiveUpdate and after installing new update for NG14 (14.0.3.28361) there is a choice before creating RD which drivers include into new RD. Many thanks to Symantec! 
This choice was not there before. I recommand you to upgrate soon. This is the great function, just like I request it!

I am running Daemon Tools (in fact I'm using it in creating the disk), but if it works for him, it ought to work for me, right?
I agree. I have same problem here. I do not have daemon tools ever installed.If anyone finds the answer could they please send me a private message as I do not scan threads anymore.

link. I am aware that this will not resolve many users issues. It is clear that Ghost creates a virtual drive as well, and therefore the opportunity for conflict with other virtual drives is large. Symantec does not appear to have checked compliance with the major third party virtual drive products including the family from Alcohol.
