I assume you are using the released version and not the beta version of NIS?
And your OS is Vista Home Premium SP1?
The CPU Usage UI relies on the operating system performance counters.
On doing some web searching I found a few references to performance counters not working, either being manually turned off, or the registry being corrupt.
Before we look at NIS, I'd like to make sure the performance counters on your system are working.
Please refer to this article, and see if the Windows Vista Performance Monitor is working.
Here are the steps that will add the two Norton processes and the overall CPU usage on the graph:
Run "perfmon.msc".
Select the "Performance Monitor" node.
Click the "green +" to add a performance counter.
From the top list select "Process" (you many have to scroll up).
Click the dropdown arrow, and select "% Processor Time".
From the bottom list select "ccSvcHst" and "ccSvcHst#1".
Click "Add".
From the top list select "Processor" (you many have to scroll up).
Click the dropdown arrow, and select "% Processor Time".
From the bottom list select "_Total".
Click "Add".
If at any point you do not see the performance counters or they do not work, we need to figure out how to fix your system's performance counters.
If the performance counters do work, we need to figure out why the NIS CPU Usage UI is not working.

Do you use the - Vista ... CPU - Sidebar Gadget ?
If you don't...
Just try sticking it on your Sidebar for a while.
If the Vista CPU Gadget works,
I can't see why the Norton one shouldn't.

I always use the Vista CPU Gadget.
It helps me know whats going on with my computers
However...
Whats even better, and work perfect along side the Vista - CPU Gadget...

Ok, so it seems that your Windows performance counters are not working correctly, that would explain why NIS cannot display any information.
I will ask some folks in the office if they know how to fix broken performance counters.

As explained in KB300956, you can restore a backup of the performance counters:
Open an elevated command prompt (right click and run as administrator)
cd %systemroot%\system32
lodctr /R
Reboot
