NIS 2011 - disable for Windows 7 SP1 install

I cannot install Windows 7 SP1 on my W7 Ultimate 64-bit system.  I am being told by a Microsoft MVP that I have to disable NIS 2011 via msconfig or services.msc with the machine disconnected from the internet.

 

NIS 2011 is tenacious!  It will not allow itself to be disabled or to allow the disabling its automatic loading as system reboot, even from within the W7 Administrator account.

 

I have the files necessary to correct the problem that is preventing SP1 from being installed, and the SP1 package itself.  That is, if I can turn off NIS, and keep it from installing all of its service(s) at reboot, I can make my system changes, and then re-enable NIS 2011.

 

How do I do this?  Perhaps there is an alternative way to accomplish the same.  I have tried turning off NIS antivirus and other functions from the NIS control panel to no avail.
