NIS Exclude, Restore, Win10 report NIS fail, closed/crashes, still in background

NIS skinned as NS with NS key ver 22.5.2.15 Download Insight Scanned & Approved program (maybe/maybe not) - when installing a file/program NIS reports WsRep1 and is then told to exclude the file but it quarantines the file anyway.
When told to restore the file Windows 10 (updated from 7) pops up and says Norton not working and NIS goes faded and then greyed then crashes from desktop and then disappears from task folder but is still  running in the background when try to reinstall program above it repeats so not a total melt down of NIS.
I have had VirusTotal scan the file/program and the file is found to be clean in all scans including by Symantec which seems odd and a problem since if is clean I should be able to install it.

Am a early adopter of program updates so WS Reputation 1 says not many using the file, that is sorta obvious since I got program on release day.

This has been a problem for just over a week that the stupid reputation has more control over my program/NIS than I do and is becoming a major annoyance when I can not install a clean program file on my own CPU because a program will not take a command.

This is a glitch.................

(for info have been using Norton products since 95 and have been a beta tester previously so am looking for solid answers and or solutions to the cause and effect/cure, Thanks)
