NIS Frozen(Service)

I am using Win7 64bit. All Norton products are up to date.

Every few days my browsers won't launch and NIS is hung.  I see a timeout message in the

windows systems log that states that a timeout has occured with the NIS service.

I have tried to restart it and it simply won't restart.

Only thing that fixes it is a reboot.

I've been a Windoz user since Win3.0 and I realize reboots are necessary once in a while

but please... I am not a novice so please don't give me obvious answers, I've probably

tried them.
