Have you recently installed NIS? If so, re-boot your computer and run manual LiveUpdates until no more updates are available (or until you're prompted to re-boot your computer). Continue this cycle of re-booting and running manual LiveUpdates until your NIS installation is fully up-to-date and the only update that LiveUpdate is delivering is a pulse update.
Also, could you check your clock in the system tray and ensure that your system has the correct date and time. NIS can sometimes get in a continual loop of trying to install an update if there's a problem with the timestamp of Norton files on your hard drive.

Sorry, that was poor wording on my part. I meant to ask if you had recently upgraded to NIS 21.x. If your NIS installation is fully updated then something might have gone wrong during the upgrade and we might have to provide instructions for clean re-install using the Norton Removal Tool (NRT) or Norton Remove and Re-install Tool (NRnR).
I'm not sure if the 64-bit version of Vista offers both the 32-bit and 64-bit version of IE, but let us know if you're using a 64-bit version of IE, since Norton only supports 32-bit versions of IE.

Do you have TortoiseSVN installed on your system - see the support article here.
If not, this could be an issue with the order that your programs are loading at boot-up. If your Boot Time Protection (Settings | Computer | Real Time Protection | Enable Boot TIme Protection) is set to Aggressive or Normal, try turning this setting to Off and see if that helps. There are also tips about the Windows prefetch cache and other good troubleshooting tips here in the thread NIS Often Won't Load in Sys Tray on Start (Again) that might be helpful.
The Norton Remove and Re-install (NRnR) tool will wipe the executable files off your hard drive, but it leaves behind user profiles and static files from older installations (e.g., .dat, .log files) that could be the causing the problem, particularly if you answer "Yes" when the uninstall wizard asks you if you are planning to re-install NIS. If this turns out to be a stubborn problem we can provide instructions for a deeper clean and re-install using the Norton Removal Tool.

Excuse me Imarci, but the Norton Remove and Reinstall Tool does not "ask if you are planning on re-installing" anything - it is designed to remove the current installed version and automatically download and install the most recent version of the Norton product you have installed.
The Norton Removal Toolis a different story - it will ask about reinstalling - but the NRnRT will not ask.

Thanks for the correction.
I assumed from the comment in post # 7 that dforrest already tried to use the NRnR tool. I've tried the NRnR tool in the past and always found that PapauZ's instructions for performing a clean re-install using the Norton Removal Tool (NRT) as described here worked much better for me when I have a stubborn problem, especially if I answer "No" when prompted about whether I want to re-install.
