Cannot see remote sql 2008 express with sqlcmd -L on win 7 with NIS,
although sql 2008 express on win 7 can be seen on that remote PC win xp.
Is it possible that NIS blocks access to remote sql 2008 express?

yes, it is correct.
On win 7 , cannot see sql 2008 on win xp,
while on win xp can see sql 2008 on win 7.
win 7 has NIS,
win xp does not have NIS.

On the PC that has NIS, open the Network Security Map and give the Network or the XP machine Full Trust and then check to see if that resolves the issue.
