I tried opening the Free Anti Theft application using my Android 2.2 phone and got No License Found. It told me to purchase Norton Security which I already have and the Ultimate Tech, which doesn't cover mobile. I tried logging into Norton snap, no problem. Tried logging into Norton Security and it just sits at the welcome page. Help!

Norton Anti-Theft is/was a free plugin for the paid version of Norton Mobile Security (NMS) so that is probably why it might say No License Found and told you to buy Norton Mobile Security. If you have this already you could try loading Norton Anti-Theft from inside the Anti-Theft part of NMS. However it appears that the latest version of NMS (3.0) effectively includes Norton Anti-Theft in the app. However appear to be some problems with the latest version and so I would not personally advise you to upgrade to version 3.0 just at the moment. Hopefully by the end of the week all will be sorted out.
I am unclear what you mean by your reference to Ultimate Tech or, logging into Norton Security. If you think it would help you might like to clarify these points a little.
