No option for Offline Installation?

It looks to me like there is no way to install the latest Norton Security and latest virus definitions to a computer that is offline.  This seems like a gaping security flaw to me for a company with so much experience with internet security.

The upshot is, you guys should be able to provide people with:

1) download link to the latest software for installing on new computers that are not plugged into the internet yet

2) download link to the latest virus definition bundle (as a file, updated daily)

3) offline activation key

Years ago I ran some experiments with monitoring network traffic on the internet and noticed that within seconds of connecting a computer to the internet it would get scanned and attacked across all active ports.  Today's internet is far more hostile than it used to be.  So it is important to provide customers with an option to be able to fully protect their computer before they ever even connect it.

My story:

I contacted Norton support and asked for access to a copy of the latest Norton Security software and Virus Definitions and got a URL to an EXE along with an activation key.

I burned this to a CD and attempted to install it on my new computer which I had not connected to the internet because it was unprotected.

However, the installer promptly warned me that my 30 day trial period had ended and attempted to connect to the internet (which it couldn't do because it was not plugged in).  Clicking the "Activate Now" button fails because I am not connected to the internet.  There was no option for me to type in the activation key that I was given by the customer support person.  

Doing some research across the web, people are of the opinion that when Norton notices that its license has run out, it completely deactivates in order to prevent people from developing a false sense of security if they are even only a little behind on security updates.  This implies then that when installing the "offline" bundle that I was given, which started out with an expired 30 day trial license, that my computer is unprotected while I go through the process of connecting to the internet in order to log in and activate my software.

This is an important security hole that you guys should look to fixing.
