Can you open temp folder(Start>Run,in the Run dialogue box type %temp% and hit enter). Inside the temp folder you can see a URL.TXT file.Open it and check the whether the a value is 1603 and b value is symnet.msi ? If not let me know the a,b and e values inside it (You can see this along with 9999,171 error)
I'm trying to install the upgrade for NIS. I'm using NIS081550. This worked great on my 2 desktops but on my laptop I'm getting to the point where it is attempting to install network drivers then it goes to an installation failure window. I've run the norton uninstall tool and followed the instructions for the error message. Which included creating another admin account and installing it under the new admin account. Same problem each time. Any help would greatly be appreciated.
I'm running XP Pro on a high end generic laptop. I'm just guessing the network adapter aren't supported.

a=1603 and b=symnet.msi. There are multiple lines with these values. Is that expected?

Yes,exactly. This belongs to the 9999,171 category of the installation issues. Try the following steps.
1.
Confirm correct Windows\inf path in DevicePath registry value:
http://service1.symantec.com/SUPPORT/norton2008.nsf/docid/2007081400030679
2.Delete HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Network\Config and reboot
Please take a backup of registry deleting this.
Hopefully this will resolve, if not we have a lot remaining
The link you provided I have already done. This is the procedure that I mentioned in my first post. The reg entry you mentioned doesn't exist.
I drilled down as far as network. I see:
connections
sharedacessconnections
uninstalled
and few folder that look like keys, ie 4d36e972-e325-11ce-bla- bla- bla
