To check Norton is running can you launch the task manager and click on the process tab, click on the description tab to sort that column A-Z and there are two different ways to find out if Norton is running depending on the version of Norton.
In the image name check for ccsvchst.exe and on that line in the description column, symantec services framework for v20 and earlier.
In the image name check for, Norton.exe, and on that line in the description column, system, for v21.
If you see one of these Norton is running if not physically disconnect from the internet (unplug the internet cable or disable the wifi).
There can be other instances of the above depending on the Norton products on the computer.
If Norton is not running it needs to be removed.
You’ll need to backup or export in both formats your identity safe and any other users identity safe if it is used, before doing the below.
Uninstall Norton using the windows add/remove programme.
Restart the computer.
You need to set some internet security so windows defender and windows firewall, reconnect to the internet and then get up dates and recheck for updates until there are no more updates restarting as requested. If you have windows 7 or above then Norton will manage the windows security automatically if its windows vista or below then check to see if you need to manually disable windows defender and windows firewall after installing Norton.
If you use ACT! or WinFax, back up those databases before you proceed.
Download Norton removal tool link below. Running the Norton removal tool will remove other Norton products that are on the computer.
Download and save the Norton removal tool.
Run the Norton removal tool.
Restart the computer.
Conflict in security software can be the cause of various issues even if the security software has been uninstalled the debris left on the system may not have caused problems until a Norton update has been installed.
Have you or have you ever had any other security software including any trial security software on the computer including Norton? If so, what is it?
Can you check in windows add/remove programmes, programme data and programme files for any security software that may have been bundled in a download?
What trial security software came with the computer?
Sometimes the icons can move around so can you recheck to see if they are there if you know the name of the programme in the short cut on the desktop then pressing the first letter of that name will high light the short cut with that letter in the name.
I can’t see how the computer would go back a version of the OS, the only thing I can think is that a system restore would cause the loss of programmes can you check in windows add/remove programmes to see if the actual programmes related to the short cuts are still there??

intesec - Launching the task manager did not show either of the two files you listed, "ccsvchs.exe" and "norton.exe"
Also windows add/remove programme did not list "norton" or "symantec".
Tried reinstalling N360, but that generated error 8505,100.
I downloaded the uninstall tool from Norton, ran it and all files left behind were removed.
Re-installed N360 and activated fine.
Question:
Does the software know it was installed on the same machine? And therefore does not use up another licence?

Norton should recognise that it is the same computer by using the unique number on the main board and possibly referencing something on the hard drive but just to check use the process below?
Log into Norton management on the link below using your Norton account email address and password, click on my account, click on product details, and check the status of your user licences. Also check the days remaining on the Norton user interface are correct?
Additional information.
Norton allows product user licences to be removed from the Norton account so that user licence can be used again on the same or a different computer, if the current subscription is active.
If you have changed the hard drive or reinstalled the operating system then putting the licence in the bin is recommended.
Log into Norton management on the link below using your Norton account email address and password, click on my account, click on product details, identify the licence you want to remove by the computers name under device name, on that line click on the trashcan (bin) this will free up the key but it may have a time delay before it becomes available.

Simple answer since you stated N 360 reinstalled and acitvated fine is yes. As long as you don't make any major changes to your system it should be detected as the same system and another insatl (license as you call it) will ot be used.
