Norton 360 keeps blocking my Windows Service program

I created a Windows Service program with C#. After installing it, I try to start it in Services, but Norton 360 keeps blocking it and I cannot start it. I excluded the file from Norton Auto Protect and allowed the program in Norton Firewall (see attached photo), but it's still blocked. I even disabled Auto Protect and Firewall but the same thing still happened. What can I do?

I fixed my program and re-installed Norton with all the settings.

I temporarily uninstalled Norton and tried to start the service again, then got the error. 

Windows could not start the (name of program) on Local Computer. 
Error 1064: An Exception occurred in the service when handling the control request.

In the Windows Event Viewer the error appears as "Service cannot be started. System.IO.DirectoryNotFoundException: Could not find a part of the path"

So this error may come from my program itself. I will look into it and post an update later.

I have mentioned all this many times in my previous posts.

Auto-Protect &or Smart Firewall off does not turn off Data Protector.

The Windows Service program I am writing is only a test. All it does is adding a datetime stamp to a text log file every second. The log file would be created at the first run of this program. I think Norton blocks my program because it does not want it to create this log file.

OK, I see the "C:\ProgramData\" folder after showing hidden items. But Norton does not allow me to add this folder or any of its sub folders to Process Exclusion. The OK button is greyed out. 

Yeah, I can only add .exe to Process Exclusions.
