Issue abstract:
Norton 360 and Norton Utilities will not open. I have tried the Remove and Reinstall tool but only get the options to Remove or “Reboot in Safe Mode” - not to Reinstall. I have tried both options but keep getting a message saying that the installation files failed to download - to check my connection (which is fine) - and gives error code 2.
When I look for Norton products from the Windows app list, the components show up (see screenshot) but none open.
Product & version number: Norton 360 - updated automatically but cannot open it to check the details.
OS details: Windows 11
What is the error message you are seeing?
No error message when I try to open Norton 360 or Norton Utilities - they just don’t open. Norton Antitrack seems to work. The only error message is the one about not being able to download installation files.

Try running LiveUpdate again and then restart the computer. See if that fixes anything.
Thank-you. I tried this but when I click on Liveupdate in the list nothing happens. I tried another restart but the same things happened.
Does the 360 app open with the icon in the system tray?

The 360 app isn’t appearing in the system tray - Norton Antitrack is the only one showing there.
Did you click on the up arrow to the left of the system tray to check for hidden icons?

Yes, I clicked the arrow to the left to bring up the hidden icons- it showed AntiTracking but not 360.
I thought to check the 360 on my phone - the product is Norton 360 Deluxe and that is showing as Active. I checked with a LiveUpdate there and that worked so the problem seems to be on the laptop. One odd thing - the phone’s 360 showed only 1/5 devices being used - presumably the phone - but should be 2/5. Could the laptop’s 360 app have been knocked out somehow?
It seems weird that in the list of components found from the Start menu it offers Disable Auto-Protect which suggests it is on.. maybe?! Clicking on it doesn’t work though.

Let’s go back to the beginning. From the left side it is showing Norton 360 showing as being available from the Windows Store. Any chance your system has an ARM processor or is in S mode? Switching out of S mode in Windows - Microsoft Support Either of these would mean you have to download your 360 from the Windows Store.
When you used Remove and Reinstall tool, from your image it appears that it was the newer Norton Remover tool? Did you use the Remove only options and restart your computer after the uninstall? Not Shutdown. Try again from that link and use the Remove only instructions. The Restart your computer, not Shutdown. Then sign into your Norton Account and install 360 from there, or from the Windows store if you have ARM or S Mode, and test.
