Had you set up Dark Web Monitoring by adding your email address? That looks like one of the promotional popups Norton uses to let you know about the other features that you have not yet set up.
It is the promotional one showing the breach but the Norton 360 on my iPhone does not show the breach

Looking again at your image, it appears you are in a browser session on the UK Norton website. Was that a real time scan you initiated from that site? If not, it is probably just the advertising page for the Dark Web monitoring feature.
The dark web scans are not saying your email has been hacked. It just lets you know that your email address has been found on the dark web. This usually happens when some website you have registered with your email had their site hacked and email addresses from that site may be compromised. What you need to do if you see this is change your password on sites that you use the compromised email address.
