~ was your Norton 360 Platinum (20 Licenses) originally from Norton direct or from 3rd party e.g., Amazon?
Um, are you enrolled with Norton automatic renewal service?
Are you less than 30 days from current term expiry?
I'm vaguely remembering Norton user that reported similar.
I think the issue was Norton from Amazon needed Norton Support to assist. Since, Norton from Amazon is specific offering.
Maybe, I'm not remembering.

Edit:
Does your Norton account have payment information?

I have logged into MyNorton > Subscriptions and tried to renew with special pricing offered (now that my subscription has expired).
Maybe, ya' can't renew expired with special offer. Maybe, ya' need new subscription.
Oh!?...it's special pricing offer because your subscription expired.
