I’ve been banned from a site I want to access because my address generated by Norton 360 Safe VPN is within or connected to the Amazon Cloud - to quote the rejection “visits from Amazon Cloud are prohibited”. Questions: are the VPNs in the Amazon Cloud? If not, why do they appear to be? And if they are, how can I set it so that the VPN is NOT connected to the cloud?

Many web sites do not allow access from known VPN IP addresses. They do this for copyright, legal, and political reasons. There is nothing a VPN provider can or should do to circumvent these legal protections. That is why Norton has not done anything about this. There is nothing to do.

Did you try United Kingdom as a VPN region? That site appears to be in the UK. Maybe they just want UK visitors.
I just tried connecting Kaspersky VPN to UK and I'm not being blocked.
Edit: I am in Australia.
I tried USA, Ireland and France with the same result each time.
So I suppose I'll have to shut down the VPN.

I have previously successfully accessed this site several times with the VPN on, and bookmarked it.
I've now tried your suggestion to change the VPN, but received the same rejection message.

So you are not actually banned from the site. As I noted, the site you are trying to access appears to be blocking known VPN IP addresses.
Can you access the site with the VPN off?
What kind of site are you trying to access?
If you are accessing the internet from your home with a properly secured router, a VPN is not really necessary. You need the VPN when accessing a public wifi that may be unsecured.

When I signed on tonight my VPN changed, but I still received the same rejection message.

The Norton VPN service does use different server farms to provide the VPN service. And apparently, some of them are from the Amazon cloud services. If you are having trouble with a given server, try using a different VPN region. Click on the little down arrow beside the VPN feature's Turn on, or Turn off, and then click on VPN Region. Scroll down to a different region than you were getting connected to and test.
