I think Settings and Advanced settings should be at one place.
My guess is Norton put those under The Security Tab as advanced settings specific to that tab.
The other, under Settings >Administrative > are just that, administrative program controls that typically only an administrator would access. Yes, if you're logged in under an admin account on your PC, you have full access to those settings. However, If I recall correctly, if you logged in as a Guest or under a non-admin account, you wouldn't have access to those Administrative settings in Norton.
