Hello - I have been using Norton 360 on my iPhone 12 IOS 16.1 and it has been working great. I keep the VPN off when I am at home and ask it to turn on if it detects an unsecure network when I am out. Recently the VPN keeps turning on even though I have turned it to off, set the browser security to off and even turned the automatic detection to off. For some reason I can shut it off for a while and it turns back on no matter where I am. I would leave it on, but I don't like having to "load the content" on every email, etc. I assume that's why there are automatic settings. Please tell me how to fix it.

"Many web sites do not allow access from known VPN IP address". Are you implying that the VPN would be ON in this circumstance? I have never had so many problems on the web since the installation of my newest Norton 360 this past November. I have uninstalled and reinstalled with problems continuing.
Looks like this annoying problem doesn't have a fix. The VPN being ON is problematic for websites. The fact that you cannot turn it off (because it keeps turning back on by itself) is a major glitch. Let's hope Norton is on top of this issue for a fix!
The issue with web sites is not the fault of the VPN. Many web sites do not allow access from known VPN IP addresses. They do this for copyright, legal, security, and political reasons. There is nothing a VPN provider can or should do to circumvent these legal protections.
As for turning off the VPN, be sure you are trying to turn it off from with the 360 iOS app. Not from the iOS Settings pages.

The Safe Web feature helps protect any internet connection, cell or wifi. It proactively monitors and checks that web sites you are trying to access, and flags any it finds before you get to that site.
The way it has been explained to me is that with Apple's tight control over programming APIs, the VPN APIs were the only way to provide the Safe Web feature. Thus, when that feature is active the VPN icon is displayed.
@peterweb, thank you for your reply! After trying several options we turned Safe Web browsing off and that did it.
Indeed it is confusing to have the key icon represent both VPN and Safe Web browsing, but importantly, the latter feature comes on >>while on cell phone data<< because there was no active wifi connection, not even any wifi registered in the system.
Another observation is that with Safe Web turned OFF, battery usage dramatically improved; day and night difference!

I am close to deleting the utility and calling it quits on 360. It is consuming battery at a ridiculous rate when on, and VPN cannot be turned off by the proposed fix on this discussion site of updating the program.
Can you be more specific about what issues you are seeing with 360? The VPN should not be getting turned on when using cell data.
Be sure you are not confusing the VPN feature and the Safe Web feature under Internet Security. Both will display the VPN icon in the iOS notification area at the top right of the screen.
What proposed fix are you referring to? To turn VPN on and off, you need to do it within the 360 app. You cannot control it from the iOS VPN settings.
Regarding the battery usage. iOS 16.1.1 seems to have introduced higher than usual battery usage for many users. It is not tied to any specific app. It is the OS itself that needs another update to resolve the high battery use. Unfortunately, Apple has had this issue with other major iOS updates.
