Norton 360 has not been opening on the desktop since today. I only see a white window with a spinning circle, and then an error message. I tried using the Norton Remove and Reinstall tool to uninstall it, but it didn’t work, and the issue persists.

This sounds similar to an issue I had recently with the RnR tool where the reinstall made through it wasn’t working properly and frequently crashed. I needed to download the installer separately from my subscriptions and use that after uninstalling.

I followed the steps you suggested(I used the tool from https://www.norton.com/nortonremover to uninstall and reinstall it.), but the error still occurs, as shown in the screenshot below:
After clicking the Close button, a blue spinning circle continues to appear, as shown in the screenshot below:
In the linked how to article there is an area labeled "Uninstall the Norton Product ( Remove Only ). Is that what you used? Also is your Windows version running in S mode by chance?
Uninstall the Norton product (Remove only)
- Download the Norton 360 Remover tool.
Save the file to the Windows desktop. On some browsers, the file is automatically saved to its default location.
- To open the Downloads window in your browser, press the Ctrl + J key.
- Double-click the Norton_360_remover icon.
- To uninstall and reinstall your Norton device security product, click Remove.
- To confirm, click Uninstall.
- After the uninstall is complete, click Restart Now.
Once the computer restarts, you can sign in to your Norton account to download and install the Norton device security product for your computer. To know more, read Download and install your Norton device security.

I uninstalled Norton in Windows Safe Mode using

then restarted the computer, signed in to my account, and reinstalled Norton. However, the endless loading spinner (spinning blue circle) still appears, as shown in the screenshot below:
Ok, thank you for the follow-up. Error 12 continuing is an internal infrastructure issue on the part of Norton. You did log back into the computer normally and installed Norton correct? Your account in Windows has admin privileges?
Edited: Lets check something else that comes to mind. In Windows create a second account, make it a “local” account and is ADMIN, that doesn’t use Microsoft credentials to log in. Try installing Norton from within that account.

But did you use the Remove only option as noted by SoulAsylum above? Or did you use the remove and reinstall option?
I’m having the same exact problem after windows update 25H2 last night. Tried the official remove and reinstall. After install it says starting up. Then nothing happens. It’s in the windows tray, but if I double click or right click, nothing happens.

Yes, I used the “Remove Only” option.
When will the Update 26.1 be released? My Norton is still stuck on the spinning blue circle, so I can only wait for the update.

I uninstall Norton this day waiting for a update. 
@shark_yang Version 26.1 hasn’t been presented by Norton as being in the pipeline for release. We on the forums don’t usually see anything in advance. Those in the EAP or early adopter programs may have knowledge of those build coming down the pipeline. But, early adopters may see it before we do, and, before its released here.
Have you been able to get live updates to run and complete? The latest version available is 25.12.10659 (build 25.12.10659.962). This is the build and version I currently have, no other updates are available my side.
