Norton Account messed up

Several years ago, I signed up for a free Norton Password Vault; I’ve been using it since. In doing this, I created a Norton Account. Two years ago, I bought into Norton 360, while signed into this account. Somewhere in the process I created a different Norton account to differentiate the free and paid software.
A little while ago, I decided to bring my Password account into my paid account; there was a reason at the time, but I have forgotten it since. I now log into the Norton account, and the only service I can log into is the Password vault account. All my Norton 360 licenses’ information is not available.
Norton 360 is working fine on the four computers I signed up for, and I have found there is no way to send this distinct information to Norton “support”. There is a list of questions with links suggested by my search that have no relevance.
Where do I go?
