Norton AntiSpam Not Showing on Outlook Toolbar

How do I get Norton Antispam added to Outlook Toolbar. Support webpage appears outdated.

After the new Norton app was installed the Antispam is missing from Outlook Toolbar. I searched the Norton site and found a page titled " Email client does not display the Norton AntiSpam toolbar"
“You may not see the Norton AntiSpam toolbar in Microsoft Outlook if it is not integrated. To resolve this problem, disable and enable AntiSpam client integration.”

The problem is this is written for the old App. I tried applying this to the new app with the following steps:

  1. Launch Norton 360
  2. Select Security
  3. Select Advance Security
  4. Turn off “Email Protection”
  5. Close all apps
  6. Restart computer
  7. Repeat above steps replacing step 4 with Turn on “Email Protection”
    After restart launch Outlook and Norton still missing from Toolbar.

Second method
1.Launch Norton 360
2. Select Security
3. Select Advance Security
4. Select “Antivirus”
5. Select “Email Protection” tab
6. Turn off “Email Protection”
7. Close all apps
8. Restart computer
9. Repeat above steps replacing step 4 with Turn on “Email Protection”
After restart launch Outlook and Norton still missing from Toolbar.

Seems to me having functionality versus removing is counter intuitive. I find it hard to believe two alert dialogs is considered a sub-optimum user experience.

Is the Anti-Spam block list accessible so I can load into Outlook or another Anti-Spam app.
