Norton antispam & outlook 2003

It appears that Norton anti-spam is not fully compatible with outlook 2003 (FYI I have Norton internet security 20.2.0.19). I’ve contacted Norton support about this several times and was told to contact Microsoft.  The issue, in short, is that I have an email address in my blocked list (for Norton anti-spam) however the email isn’t being caught, marked and/or moved to my “junk folder.”  I have completely uninstalled Norton & run live update many times.  Anyone have any other ideas what I can do?

@dickevans - My service provider is Cox.  They do have server filtering which I'm already using.  As for the suggestion about checking things, I'm sure it's all correct.  I've had several norton support folks remote into my PC and are stumped.  They claim something needs to be changed in outlook to make their antispam toolbar work & to catch the spam.  I think the real issue is that it's not compatible with outlook 2003.  I'm debating about upgrading to a new version of outlook or possibly my entire office suite.

Just as another update to everyone, I contacted Microsoft on this.  They claim it is not their problem and that there is nothing that would prevent norton antispam from working.  They say either the antispam toolbar is enabled or disabled.  Which leads me back to asking Norton if antispam is compatible at all with Outlook or is it Outlook 2003 that's the problem.  I'm going to try to contact tech support again for Norton for more help....
