<< Norton Antivirus is the only firewall currently running.  >>

Just to help others to help you -- Do you mean Norton AntiVirus or Norton Internet Security? I know you have posted in the NIS section.

To the best of my knowledge Norton Antivirus itself does not include a firewall although if it is part of Norton Internet Security it would.

Can you  clarify this -- if it is just NAV that you have then it must be another firewall and VISTA has its own .....

Thanks for the reply.  Sorry to be a bit vague but I am not actually a Norton user myself and I am trying to configure a colleagues computer over the phone.   Not having the program in front of me is making my life a little difficult.  Please forgive my ignorance.

I am told the Norton product installed is Norton Antivirus 2007.  I've checked via Windows Vista Security Centre -> Firewall -> Installed Firewall Programs and it indicates 2 x Firewalls are installed; Norton Antivirus is "On" and Windows Firewall is "Off".

I've done some searching/reading over the weekend and I gather Norton Antivirus has a firewall-like feature - Internet Worm Protection.  I see that within Internet Worm Protection there is Program Control & General Rules.

I gather I have to add a new rule in General Rules and open port 21 for ftp?  I would have presumed ftp traffic would have been allowed by default but I must be wrong?  Am I heading down the right track...?

I need to be able to create an ftp network connection via Vista New Network Connection (rather that just use a third party ftp client program) due to our internal business model.   Thanks for any help.

Thanks for the clarification.

I'm out of my depth know but someone should be along shortly -- I know how hard it is to set up something by remote control.

A good first step would be to update to the latest version of Norton AntiVirus:

http://www.symantec.com/newnav/

This is a free update for users with a valid Norton AntiVirus subscription (this includes NAV 2007). Once that's done, and the access is still blocked, try disabling Internet Worm Protection to see if it really is NAV that is blocking access. Check to see if there is any other security software installed; this might make a difference. If there is anything, try disabling them all and enabling them one-by-one to find the oone that blocks the access. Thanks!
