Norton apparently blocking internet access

I keep getting errors that my internet access is blocked and that firewall or antivirus may have blocked the connection. I’ve attached a screenshot of the error I get. I’ve got Norton 360, version 25.8.10387 (build 25.8.10387.948). I’ve tried resetting my smart firewall settings and rebooting the computer, but the problem persists. It’s sporadic but happens frequently. The only thing that seems to work temporarily is to toggle the setting for the firewall under “additional settings” for “allow internet connection sharing” from “block” to “allow”. Apparently, the default setting is to block this access. When I do this toggling, can access the internet, but it only lasts a few minutes, and then it blocks internet access again. At this point, I toggle this setting back from “allow” to “block”, and again, for a short time, I can access the web. I’ve also attached a screenshot of the setting I’ve been toggling back and forth to get temporary internet access. This problem stared for me about week ago. Any help would be appreciated in fixing it. Thanks.

As a follow-up question to my above post: what’s the proper default setting for whether or not to “allow internet connection sharing”? As I said above, when I restored my default settings, it set it to block internet connection sharing. Is this the proper setting? Can someone also explain what this setting means? Thanks again.
