I recently upgraded from Samsung S9 to S23. I had Norton AppLock on S9 and it worked perfectly. On the S23 it works for a while and then shuts off. I have no idea why.

Not sure I understand what Accessibility Service is. I went to Settings/Accessibility/Installed Apps and it was "On" for Norton App Lock Service.
I did turn off battery optimization for App Lock.

Have you checked the Accessibility Service for Norton App Lock? Google has made changes to the OS over time that restrict the use of the Accessibility Service. Apps like password managers and other apps that are not directly related to accessibility are being blocked and after the service starts, Android turns it off again.
One thing you can try is to check Android Settings for any battery optimizations. If you find them turn off any optimization for the App Lock app.
