I heard you the first time and I know what mIRC is, so you don't need to shout!
The proposed solution also explains how to allow port 113 (step 12) which is apparently needed for mIRC to communicate online.
For website you can either enter www.mirc.com or choose "any computer" though the latter will be less secure.
You need to give this a try and we can do some more advanced things if necessary. This has worked for others in the past so give it a try. I think allowing port 113 is the key.

Actually you did not say you tried this until now. It appears that the mIRC program continues to change over time and what has worked for others in the past may not be working properly now.
I found the following link which "may" be of use. Since I don't use this program I cannot say for sure but it is worth a try.
It talks about needing ports 6660-6669. Try opening up these ports. From my previous link for step #8 select "Any compuer". For step #12 select "Port range" instead. Then type in 6660 for starting port and 6669 for ending port. Rest is the same.

Again I'm only trying to help here but since I have not used this program I cannot say if it will work or not. I'm helping to research at this point.
EDIT: just to confirm. From the main NIS interface, temporarily turn OFF the NIS firewall by clicking the button next to Smart Firewall. For duration set to 15 minutes or something. Does mIRC work now?
I've had mirc on the computer for 5 years without any problems. The day i install norton it stops working. I have a hard time seeing that as a coincidence.
Are you getting any sort of error message or anything when you try to use the program? It is highly improbable that NIS would be the cause when turning off the Smart Firewall does not make a difference. The other possibility would be if NIS were blocking some website from being accessed due to malware on that site, but if this were happening it should be glaringly obvious.
Have you checked your router's firewall? You can either try bypassing your router for a test by connecting your computer directly or disable the router's SPI firewall. If you connect your computer directly you may have to change some IP configuration.
