I couldnt find any of that in my system manual
I figured it out. My computer doesnt boot up at all. It gets stuck on the Microsoft Corporation Loading page and does nothing. When I boot from the cd it asks me to press any key to boot from cd. Then it ask me what mode to boot up from. And none of them do anything. So idk what im supposed to do. There is no prompt to tell me what my next step is.
I really hate computers. I spend money on Anti-Virus programs and take all kinds of precautions and everytime I lose everything because something gets into my system and destroys it. I have had this computer re-installed 3 times already. And the same thing keeps happening.

Can you please specify what OS you have? Also when your PC prompts to press any key to boot from a cd, if any key is hit more than once, you might receive a screen with title "Windows Boot Manager". Is this the screen that you are seeing? If not can you please post screenshot of the screens that you see.

What if it doesnt find any risks? Cuz it hasnt found any yet. And its on 37,000 items scanned
Well it finished the scan and found nothing. So I dont know why my computer wont boot up.

Can you please try running a scan with Norton Power Eraser? You can run it via the Norton Power Eraser Recovery Scan option in NBRT.

You need to have a DHCP enabled wired internet connection for the Norton Power Eraser Recovery Scan option to be enabled. Can you please try after connecting the PC via such a connection?
Additionally, while running the NBRT tool, kindly make sure that the virus definitions are up-to-date. NBRT can update defs if there is a wired internet connection available. In this case, since the internet connection does not exist, NBRT will run from the definitions available in the media. (CD/DVD/USB)

Also, jlf13 might need a network driver if the boot media doesn't have the driver. He/She can add one from Wizard.
