Norton Clean says I’ve used 50% of memory. Avast Clean says 76%. Settings/Storage indicates 84% used. Why the discrepancies?
I can only refer to my experience with Norton Clean. In the list of items to clean, it included unused APKs, app caches, and System cache. The unused APKs might be something that others do not look at.
Ah yes, my bad - storage not memory
All of these apps say “[percent] of 16Gb”, which is total internal storage on my phone.
Does someone know what Norton Clean uses to figure out it’s percentage? System data? App cache? App (APK) files stored? All? Or some other combination?

I take it you mean storage, not memory.
You would have to know how the calculations are made. It is possible that one app may include all cached data, including the system. While an other app only counts cache data from installed apps. Just one possible example. I cannot say for sure.
The main thing is that the clean apps will free up storage for you.
