Norton ConnectSafe sometimes uses NTT America?

Hi.  We've been using Norton ConnectSafe DNS for some time using

nameserver 199.85.126.20
nameserver 199.85.127.20

on our Windows 10 PCs, Android Nougat phones, and a Linux box, via my VPN using these nameservers.

When I check for DNS leaks using the Extended report from

https://dnsleaktest.com/results.html

I see:

4.53.108.209    none    Level 3 Communications  United States
4.53.108.207    none    Level 3 Communications  United States
165.254.23.145  SJC     NTT America     United States
 

I realize that the first two indeed are used by Norton ConnectSafe.  However, what about the 3rd DNS?  Is this also being used by Norton ConnectSafe, or is this a leak?
