I started a remote session with a service guy. ultimately he uninstalled-reinstalled norton. it working ok now. he said it might have been something to do with win update. I asked what he meant and got the life of me I don’t understand it. but he was clear that it was not an incompatibility with an update, which makes sense because I turned off Windows automatic updates month ago and there have been no changes to my system since then. regardless, he said it had something to do with Windows update but not a specific update itself. he also said Windows defender in Windows firewall should not be running well Norton is running. and he said the Norton updates are made to be specifically compatible with windows updates so there shouldn’t be a problem continuing to update both systems. so I don’t know if this helps anybody and I don’t even understand what happened but at least it’s fixed for now; but it’s not comforting because I don’t know if it’s going to happen again in the future.
