I have had this exact same issue, I have gone back to the last working install through Windows Safe Mode, and the PC appears to be back to normal. I have attempted to install NIS2012 but it uninstalled instead! Now it will not reinstall, I get the initial options when inserting the NIS disk but it will not install!
if u done system restore to a previouse date in wich u didnt had instaled Nis dont think u have registrys to run an instaled Nis program so if the pc works fine u should do a disk clean up after that run norton removal tool and reinstal Nis again and run scans also since u restored to a previous date u will have to reinstall all programs that where instaled after that date cos none of them will work
Hi Guyz
Sorry for the trouble you are going through. A Norton Program not opening Properly can happen if you are using another Realtime security Program that can cause conflicts or if you didn't uninstalled the previous Antivirus properly, If you have some bad sectors/clutters in the harddrive that can corrupt the files or programs that are falling in their locations, If the system has been restored to a prevous date/time it can cause bad effects mostly on lot of programs, Corrupted Registry (mainly because of the amature usage of Registry cleaning tools).
Please follow the suggestion here to remove the Norton->Run a Check Disk and then reinstall it from your Norton Account. Use the link below to download Norton Removal Tool.
Check Disk: Start->Programs/All Programs->Accessories->Command Prompt-> Right Click run as Administrator
-> type chkdsk /r /f -> type Y->Restart and let the check disk run to clear out the bad sectors and Orphaned files.

If you should notch up another activation when you reinstall Norton -- after doing teh cleanup mentioned -- you can get it back by just contacting Norton OnLine Support via the CHAT route as below and explain what happened. They have the tools to restore the activation for use again.
Good luck in getting everything back in working order again -- there's plenty of help avialable here.
To contact customer support Click on this link and work on from there. You may have to scroll down a little to see the CHAT button.
Please let us know how you get on ....
Thanks a lot for great assistanse to all of you! :) I will do as suggested, and then contact Norton. You gave me more help that I ever could hope to get. :)

Were both Norton and Windows Defender turned on when this problem appeared? I ask this because you are not supposed to have more than one Internet security program with real-time protection turned on at the same time."
Norton disables the Windows Defender service, (set to manual), upon installation, so it's unlikely that both Norton & Defender services were running at the same time.
Regards,
Apostolos, I just turned off the Win Defender services a moment ago, but until now, it has been on with every version of NIS that I’ve had, as far back as I can remember. IIRC, Symantec stated that Defender will work with NIS with no conflicts, but Win Firewall must/will be disabled. Can anyone from Symantec clarify this for us?
Hi,
Each time I install NIS W7 x64, the status of the Defender service changes automatically from delayed start to manual, which means that the real-time component of this useless (Defender), program is disabled.
This behavior can be verified by Windows Update which no longer gives me any defs updates for Defender.
If I uninstall NIS, WU offers me back new available defs updates for Defender.
Of course I do not accept them.
Hope this helps,
Regards,

Hello Apostolos,
I agree 100% with what you say.

Hi, Apostolos.
If Win Def is entirely enabled (which means including firewall) manually, will that automatically disable Norton Firewall?
Hi Inquirer,
Normally upon installation, NIS uses and manages the Windows Firewall, I never tried to disable it via the CP and I'm not even sure if it can be done.
If WD is fully enabled, it could conflict with Norton, if you wish to test, try also after fully enablinf Defender to run a Norton Support-Autofix to see if it's detected and fixed.
Let us know...
Regards,
Hi, Apostolos.
Oh, no. I do not wish to test it on my computer.
I simply asked this to find out whether it was possible that the OP's problem was caused by simultaneously active firewalls. This person did say that he/she scanned the computer with Win Def, which means he/she had enabled it. The question is, does that include its firewall? If you are right, then that means the firewall part of Win Def, at least, was not activated. In that case, we're back to square one in regard to finding the solution.
Hi, Inquirer,
The Windows Firewall is one thing & WD another, WD does not have it's own firewall.
Maybe the Norton product of the OP doesn't work as expected and it might need to be reinstalled.
Hope this helps,
Regards,
I see.
But I seem to remember that WD and Win Firewall could be enabled from the same user interface, which made them look like one and the same. Or was that due to a lapse of memory? Probably a lapse of memory.
Hi, Apostolos.
I just reread my initial reply and in it there was no mention of Win Firewall. I think it was BCescot who brought that up. Subsequently, I confused it with something else and that something else was real time protection. In my original eply, I said that WD's real time protection could cause a conflict with Norton's real time protection. That's all. You said that that's not likely due to the fact that upon installation, Norton disables WD entirely to manual. True. But if you would reread the OP's post, you would see that this person claimed that he/she had run a scan with WD. That means WD had been enabled, more than likely manually. That in turn means that WD's real time protection was also enabled. Now there are two real time protections running at the same time (the other being Norton's), causing a conflict pontentially--which was the whole point I was trying to make in my initial reply. So my original point is still valid.
Hi Inquirer,
I have personally WD Auto scans & Real-Time component disabled before even installing NIS.
I could not know what it may have happened if a user had NIS installed and additionnally tried to enable WD's Real-time component.
There could be a warning from the OS or from Norton.
All this assuming that NIS is correctly installed & functionning.
Best regards,
Hi, Apostolos.
It was just guesswork on my part based on what information that the OP provided. It could turn out to be totally wrong. We'll just have wait and see how this person replies.
